in. Center of Manhattan. I get FAR from perfect coverage because of the buildings. Nothing is win/win.

Wisconsin has about 1.8% of the US population, which means it is about average, since the average state has 2%.
However, the population is most likely concentrated in the urban areas. They would put more towers in the country if more people were added to the country. Towers are expensive. They need to justify the expense.
Have you ever looked at the map many providers have on their websites? There are vast areas in the US that aren't covered.
There can be other reasons. My mom lived in a very populated area in NJ, but the community she lived in voted against having a tower for esthetic reasons. So, even though the area was densely populated, cell phone coverage was very poor.

Personally I would love to see T-Mobile place more towers in the areas surrounding Cleveland...eastern, western regions and suburbs. I can get a phone call through 45 miles away to my sister who lives in another county but cannot call the local hospital which is less than 25 miles away. Go figure.

Now when you be a little more specific. Country areas is very vuage. Every cell phone company does not have coverage everywhere despite what you see on tv. If a given area only has a population of 100 or less in a 5 mile radius, the chance of having coverage is slim to none. Unless is near a highway or tourist spot. Each tower to be built roughly costs about 250,000 to be built and not to mention the upkeep costs and what they have to pay the land owner each month to have it there. I near by resident who has a farm ontop of a hill over my home city has one in his farm from att and they pay him about 8,000 a year to have it there. So depending on how many people are there you might not get one. If you would like service to be improved, have yourself and everyone you know with tmo call and say hey I spend time in these spots xyz and not getting coverage, they will file a service request for it and the more of those that are in tmo might plan to get coverage there if there are many requests for it rather then none. While not a direct resolution might help coverage seeker. Good day
