Poor Management Skills!

My daughter wished to spend her giftcard at the store, my daughter had just had her hair done and I took out my cell phone to take a picture of her. The manager of the store (Kathy) screamed at me to "PUT THAT AWAY, YOU ARE NOT TO TAKE PICTURES IN HERE!!!" I asked her why this was and she stated that it was against Victoria's Secret and the mall's policy, I told her that I understand there's a policy but what exactly is the reason, she just stood there blinking at me and snapping "THAT'S THE WAY IT IS" I asked her why my daughter and myself had been in the store for 10 minutes without being asked if we needed help, but she proceeded to get down on the floor helping customers dig through a bin for $5 flip flops. She "barked" back that she had indeed asked my daughter if she needed help, and I once again asked her why she continued to speak to me in such a harsh and unprofessional tone, She said, "I'M SORRY THAT YOU FEEL THAT WAY!" Needless to say I left the store without getting the sweats for my daughter. I have shopped at this store for years without ever having a problem, even 2 customers that had witnessed the incident made a comment about her rude and abrasive behavior towards me in the store.
I would like for Victoria's Secret to not only adhere to their company policies but also be able to give a breif explanation for the policies set forth. Appropriate social interaction is also of dire importance and the ability to manage a store with a level head and no apparent hostile attitude directed at the customers would also make a difference especially where a position of management is involved. I refuse to return to that store location -although it is convenient, if Kathy will be working there in the future, my only other option is to by the sweats online and pay the shipping which would be worth not getting treated so poorly again. I would definitely need an incentive to return to this location to shop in the future.

I do think that the manager or person who spoke to you shouldn't have yelled or been rude. But, I also think you may be exaggerating it.
Yes, she should have told you a reason, but a lot of the times, the store does not even give their employees reasons for their policies. The reason that you cannot take pictures inside most any retailer is because of advertising and marketing concerns. Someone could take a picture of an item in a store, use that picture to sell the item for their own profit. And if you want to do something like that, then you have to purchase the item first, then take pictures of it to try to sell it for a profit.
Granted, most people taking pictures inside stores are not trying to do this. But, because there are people out there that are doing this, it forces companies to create policies stating no photography. And employees are informed they must adhere to this policy, and insubordination can lead as far as termination. So, if you were to continure with taking pictures inside the store, that employee could have gotten fired for it. So, that's probably whey she was forceful about it.

Nice grab for freebies at the end. If you've shopped there so much and this is the only bad experience worth writing about, is it fair to try to extort free merchandise from them? So shop elsewhere. Leave the camera in the purse.

I would think the reasoning behind taking pictures is pretty common sense.
In your case, however, it sounds like you may have had your daughter posing for the photo. In the case of others, however, I would think they would use their phone as they may be getting data from it or placing a call; casually focusing on the fitting rooms. I'm sure Kathy may run into her share of it.

It would seem to me that the no pictures policy is to keep perverts from taking pictures in a ladies' underwear store. Since they can't pick an choose who the perverts are, no one is allowed to take pictures.
You should have just taken her picture at the salon or somewhere else out in the mall.
