If you want to be taken seriously, you have to sound professional in a letter. Replacing the words too/to with the letter 2 is NOT acceptable in a business letter.
Also, your letter is pretty much just one big run on sentence since most of the punctuation is not there.
My suggestion is that you re-write the letter and then re-post it. Unless, of course, you don't want a response.

You're coming into a large inheritance and you're griping about $15?
You don't give enough detail here as to WHY you were charged the fee to begin with.
And the bit about your starving children - overdramatize much?

Have you checked your agreement with them (from when you signed up for the account)? Chances are it's right there under the fees section. If this is something new they've recently instituted without notice you have a point, but writing to them in this manner is not going to get anything done for you. Excessive "!!!!!!", lack of structure, using "u", constant poor spelling, and rambling about "taking it with you" have no place in a serious business letter.
Oh, and banks ARE in business to make a profit, not simply to "work for people not for $."

Washington Mutual is not stealing from you - - they are apparently charging you a fee that was disclosed in the account agreement you signed and/or agreed to when you opened the account. It doesn't matter what anyone verbally told you - - it is the terms and conditions of the account that apply.
And, as the previous poster stated, you need to calm down and write a proper business letter without all the emotion if you want to be taken seriously. Feeding children, taking things to heaven, etc. have nothing to do with your complaint. Somewhere in this letter you may have a valid point and Wamu may grant you a one-time waiver of fees but I have the feeling it will depend on your attitude and not the threats you are making. Simply state that you weren't aware of the fee and would sincerely appreciate having it waived this one time.

This letter is the perfect example as to why it is important to calm down, thoroughly think about what you wish to say, then compose your letter.
I suggest you re-write this letter when you've had time to consider exactly what it is you wish to say. Obviously, you'd like your $15 back but that request gets lost in all the poor grammar, CAPS, using 2 for the word "to", etc.
I'm quite sure someone from WAMU would like to help you but I'm not sure they'd know how to help you with the jumbled information you've given them in this letter.
Good luck.
